Born in Shimonoseki City, Yamaguchi.
In 1991, won the grand prize for the “ 15th Nagasaki Kayousai”. In 1992, debuted with the song “Namida to Iu Na no Minato Machi” from Sony Records under the stage name “Chieko Tsukasa”, when she was still a high school student; however, her single did not sell well.
On September 5th, 2001, made her second debut under the name “Otowa shinobu” as an artist to promote King Records’ 70th year anniversary. Otowa got the fashion producer Uno Kanda to design her costumes, and went on to getting wide exposure on TV while showcasing Kanda’s unique costumes. Her debut single “Shinobu no Wataridori” became a hit and won the rookie of the year award for the “43rd Nippon Record Awards”.
In 2002, won the cable radio music award for the “35th Nihon Yuusen Taisho”. In 2004, was appointed “Yamaguchi Ken Jizake Taishi” as homage to her song “Nakizake”. In 2005, won the cable radio music award for the “38th Nihon Yuusen Taisho”. In 2009, won the “51st Nippon Record Taisho Nihon Sakyokuka Kyoukai Shourei Sho”.
